Building Height Control System and Control Method in Shanghai Historic Urban Center from the Perspective of HUL

Abstract

Effective building height control contributes the overall protection of urban heritage and the upgrading of cityscape quality. However, in the process of rapid urbanization, in order to achieve maximum land valuc, height control has always been sidestepped.Taking Shanghai as an example, this paper analyzes ex- isting problems of its building height control system from the perspective of HUL,based on international experience. This aper puts forward building control framework and specific control methods of from at macro, meso and micro lev- els. It emphasizes the management of changes in order to better coordinate the co- existence of contemporary architecture and historical envirnment, as well as bet- ter promote the protection and development of Shanghai, a national-level famous historic and cultural city.
