Associate Professor and Scientific Director of the Chair “Entrepreneurship – Territory – Innovation” (IAE Paris - Sorbonne University)

University Professor and researcher, Carlos Moreno earned international recognition thanks to his major contribution and pioneer concepts, bringing an innovative perspective on urban issues (Human Smart City, 15mn City, Territory of 30mn).

In June 2022, he launched the Global Observatory of proximities with UN-Habitat, C40 Cities, UCLG and other partners at the World Urban Forum #WUF11.

Selected projects

In 2016, Prof Carlos Moreno made public the 15-Minute City Concept.

Since 2017, researchers at the ETI Chair - in partnership with public and private sector partners - piloted the 15-Minute City concept, including test of the diagnostic methodology, and capturing the reality of many metropolitan areas around the World.

In July 2019, Professor Carlos Moreno, presented Mayor Anne Hidalgo’s think tank “Paris En Commun” with an enhanced urban vision for a “15-Minute City”. Moreno, who had been the Mayor of Paris’ Special Envoy for Smart Cities since 2015, proposed an alternative planning approach that he initially made public in 2016, and had been developing since with a team of researchers from the ETI Chair at the Sorbonne Business School (France).
